Otago Regional Land Transport Plan (2015-21)

The Otago Regional Transport Committee (RTC) is pleased to notify, for public consultation, the draft Regional Land Transport Plan 2015-21. A copy of the plan is attached, and is also available from www.orc.govt.nz . The committee is seeking public feedback on the draft, and submissions are invited by 5:30 pm Friday 6 March 2015.  A submission form is attached.

The RTC, which is preparing this plan on behalf of the Otago Regional Council, has representatives from all councils in Otago and from the NZ Transport Agency (NZTA). Otago and Southland Regional Transport Committees have collaborated closely on preparing their plans and the document contains both the Otago RLTP and the Southland one.

The document sets the strategic direction for land transport in the two regions, and lists the activities recommended by each RTC for funding from the National Land Transport Fund (NLTF) administered by NZTA.  This includes activities proposed by NZTA and those proposed by local authorities.

The common strategic framework that has been developed for the two regions focuses on delivering a transport system that:

*     is safe

*     delivers appropriate levels of service

*     supports economic activity and productivity

*     provides appropriate transport choices.

All local authorities in the two regions and NZTA have proposed new projects. By working together on this plan, the Committees have been able to identify which of its proposed projects (listed in the plan) are top priority. These key projects are listed in the table below.

The Committee is seeking the public’s views on the proposed strategic direction and on the projects proposed over the next six years, particularly those to be undertaken in the three years commencing July 2015.  Submissions about the proposed programme of activities should consider whether the priority given to each project, and the balance of activities in the Plan, is appropriate.   If you have any questions or comments on the detailed project costs or timing however, could you please address these to the organisation  proposing the project (rather than with ORC), e.g. through the respective council’s  Long Term Plan submission process.

After considering public submissions, the Committee will lodge the final Otago plan with the Otago Regional Council for its consideration, with the Council then sending the document to NZTA for a final decision.
